Abstract: Scalable wavelet-based video codecs using spatial-domain motion compensated temporal filtering require a quality-scalable motion vector codec to support a large range of bit rates with optimal compression efficiency. Introduced is a new prediction-based architecture for quality-scalable motion vector coding that outperforms the state-of-the-art wavelet-based techniques previously proposed in the literature.
