Abstract: In this contribution, we investigate a control mechanism for limiting the PSNR fluctuations in decoding schemes based on motion-compensated temporal filtering (MCTF). The distortion in a decoded frame at any temporal level in the MCTF pyramid is expressed as a function of the distortions in the reference frames at the same temporal level. This allows for controlling the achieved PSNR fluctuations in the temporal pyramid in function of the percentage of pixels coming from each reference frame at the given point in the temporal structure. We formulate our approach for the bi-directional UMCTF scheme of [1] that does not include the update-lifting step, but the applicability of the proposed framework can be extended to the generalized form of MCTF, if additional control parameters are utilized. Experimental results are presented that demonstrate the proposed mechanism for the control of the distortion variation in the spatial-domain and in-band MCTF video coding schemes [1] [2]. The general conclusion is that the control parameters express the tradeoff given between the average PSNR in each decoded GOP and the variations observed in the PSNR values of the decoded frames.
